Use Alloy Tool Steel to

JIS G4404(1972) Type SKS11(This is Japanese Standard) .Go by Chemical Composition to your Nation's Standard Number

HARDENED+tempered to HRC 62+

CHEMICAL ANALYSIS:C=0.95>1.05,Si max 0.35,Mn0.9>1.2,Cr0.8>1.2,W 1.0>1.5, P,S<0.03 all %

Anneal--780>850C Slow Cooling

Hardening to water from760>810 C

Tempering in air from 150>200C

You will only obtain 60 HRC with tool steel. With 4340 or close, you will obtain 44 HRC when quenched and tempered correctly. And they're not designed for surface treatment as cementation or nitride hardening. You could try the 8620 series, that's a steel easily surface hardened, and you can apply current induced surface heat treating. I'd choose this one, and not a so high strengh steel. THey tend to crack too easily.

I'd still choose a more ductile material with surface added carbon content and hardening but, if you'd like to spend a good amount of money in the blanket, yes, C300 could work fine. C300 Maraging is a great material, but do not expect to surface treat it, you'll probably not going to obtain the desired treatment, and make it too fragile fro your aplication. If you're gonna use nickel based alloys, you're gonna treat all the material as one. And do not expect to obtain 60 HRC in it. You're gonna have a high strengh material at around 45 HRC. This material is intended to have a high yeld stress value, not to be a hard tool steel, even if hardness and strengh are somehow related.

I doubt you need more than this, anyway.

This is undoubtedly the best solution.

You have no great extra gain going to HRC60+.
