How to Set-up a Mobile Phone Tracking System

I am interested on knowing how the mobile phone tracking system works and for sure a electrical diagram could be nice.

There are two approaches that I know of. In the old days, you would triangulate from the cell towers to locate a phone. I remember Raytheon coming up with a special antenna array for just such a thing.

These days, phone are become GPS enabled. So, the phone knows where it is, it merely needs to tell someone else.
