How brittle is 13%Cr steel, and would it survive the impact test without shattering?

- As PWS asked is the material brittle? otherwise (eg SS) there is no reason why the Impact Test can not be carried out.

- What your specifications call for? What is the basis of this specification (if it is in house)

- What is the application? is the impact test necessary?

based on these you can take your decision.

If it is not brittle, then the vendor has to supply as per your spec, unless he gives you a valid reason why it can not be done. BTW even cast iron can be impact tested.

What do they mean "it is not possible"? Of course is possible as long as one can machine a Charpy or Izod out of it. The questions is, is it meaningful? That depends on the application.

13% Cr steel is roughly equivalent to 420 stainless and is used in downhole applications all the time. I can assure you that Charpy tests are done every day of the week on this material. I can also assure you that the test is just as meaningful as it would be for any other material. Your manufacturer has a lot of explaining to do.
