how to test whether installed Lightening arrester is ok to arrest the surge?

Apply the surge to the circuit, then check for damage.

theres not much to test.

its just an air gap with the body of the arrestor going to earth.

unless yours is the disconnect type

be carefull with the radioactive sort

If the lightning arrester survives the lightning strike and there is no damage to nearby structures, then it's OK.
