Mill Tolerance

I have heard that Piping that is designed to ASME B 31.4 / B 31.8 codes, Mill Tolerance is not normally considered. i. e M.T = 0. whats the significance of this statement. Is it true? Moreover do we consider the Mill Tolerance for ERW / Seam Welded Pipes?

It has been some time since I have worked with this issue, but I think this is the idea:

Plate is pretty well controlled dimensionally. If the pipe in question is formed by longitudinal or spiral rolling of plate in a process that does not appreciably change the plate thickness, and is then welded, the tolerance might not need to be accounted for. However, if the pipe is formed by an extrusion process, the "core" can move relative to the "shell" and thereby result in wall thickness variations assumed to be 12.5%, which I recall is the tolerance factor for seamless pipe.

My terminology might be off, and also the exact tolerance value; but this is just a basic description.
