An English Colloquialism?

Rosa Lewis, the Edwardian hotelier who is portrayed as Louisa Trotter in Duchess of Duke Street had a well-known motto, "No lawyers, no letters, and kiss me baby's bottom." I think I understand the sentiment, but does "Kiss me baby's bottom" have some special meaning in England?

I know this is a little light, but it's the weekend and I'm trying to forget my embarassment at forgetting to change phasor angle when I went from conductance to impedance.

I would guess that this is a genteel and oh-so-polite way to demand the kissing of one's own bottom. (Just splitting the difference there so as not to offend too many bluenoses.)
