Vent hole in SORF flange

Is there any change in 2 inch Slip On Reaised Face Flange (SORF) strength, when 3mm dia throught vent hole is drilled in hub portion of Loose type SORF flange?

If the flange is being welded on both sides, the vent hole relieves pressure of heated air that would otherwise be confined between the two welds. I'm not positive, but I don't think any atrength correction is required for such a small round hole.
