LT Cable Sizing

Why isn't short circuit current considered while sizing LT cables?

This point has been discussed in one of IEEE conferences, and the conclusion was : In case the cable is well mechanicaly protected and the system is redudndunt, the maximum short circuit can be calculated at the end of the cable, otherwise the maximum short circuit shall be calculated at the upstream point.

It is, in British Standard 7671.
