For some reasons the water is sucked by applied vacuum. Why, how, one cannot troubleshoot without fair idea of your process.

Your data input is not sufficient to fault diction. Please attach a simple sketch an elaborate the process. Otherwise we need to presume far many things.

Hello!

The type of Vaccum pump you are using, works on the principle of water ring seal to produce the vaccum.

I presume that this is correct and the vessel you are vaccuming is the one for heating the palm oil...

The system needs water circulation from an overhead tank to the inlet of the pump (control valve required there), and then back to the overhead tank.

When the vaccum is not needed (pump shut off) the inlet valve should also be shut to prevent the water from flooding the system...?

The O/head tank should not become empty unless the piping circuit is wrong or you are sucking from a pit under the pump/tank level, and the water is returned to the pit somehow. this means that your system is wrong or faulty ...
