LEED New vs. Existing Hospital/Pharmaceutical

I am looking for information regarding LEED commissioning on new life sciences building vs. existing buildings. Any information would be much appreciated, I am having 0 luck.

A new facility? Were the specifications written with LEED compliance requirements?

If the answer is Yes, it is easy. You withhold money from the contractor until he provides the required documentation from the varied subcontractors and suppliers. Easy. And I don't mean a couple of hundred bucks... 15% is common.

If the answer is No, is will be very, very difficult at best. Few items included in conventional commercial projects are LEED compliant unless specified to be.
