lux level below poles is 30 lux and between two street light poles is 15 lux. Distance between two poles is 20 mts. all are as per indian standards.

It depends upon the type of lamp and its age, the applied voltage and its rated voltage, the shape and cleanliness of the reflector, the shape and cleanliness of the diffuser, and the place where the lighting level is being measured relative to all these.

The best thing to do it to measure it.
