Please explain what type of level measurement equipment is inside the tank and what need there is to enter it for maintenance purposes, then.

The gauge hatch is used for manual (tape and bob) gauging either to calibrate the automatic tank gauging system or if it is not functioning. It is also used to take tank samples and temperature for calibration. Gauge hatches incorporate a datum plate at the bottom and a calibrated mark at the top. The mark at the top is so you know when the bob is near the bottom and can carefully set it without allowing the tape to bow.

A gauge hatch is used as part of determining tank product level.

Under the cover and just inside the collar there should be an index mark, usually a protruding sliver of metal.

A metal, windup, weighted, measure tape is used such as this: http://www.channelsupplies.com/gauging.htm

By gauging from the hatch you can measure in-age or outage.

You gauge in-age for lighter product such as diesel ect. by lowering the tape gauge point to the bottom of the tank and then slowly wind up the gauge watching for the mark on the tape where it is wet with product. Make a note of the measurement. Based on the tank diameter and height you determine the in-age product level.

With heavier product such as coal tar and asphalt cement you gauge outage. You lower the tape from the hatch with a slight swinging motion. When you see the tip of the bob streak through the product, you note the amount of tape at the upper gauge index (protruding sliver of metal). Note this measurement and wind up the tape. Once the tape is wound up, note the amount of product on the bob and deduct that from your overall reading. Again, based on the tank diameter and height you determine the outage product level.
