SMS Union - Full Vacuum?

Can SMS Union use under full vacuum condition instead of flange for a pressure vessel?

It is swedish standard union.

I doubt its code permissive in pressure vessels.

Any reason why or why not? (I am not familiar with this type of union, so I simply don't know. The pressure vessel codes might not address this; it seems to belong to the realm of piping codes instead.)

Probably not; SMS Union are very thin walled. But I could be wrong, what is important is determining the maximum allowable external working pressure for the fitting thickness and see if it satisfy FV condition. If there is a corrosion or other mechanical allowance specified, SMS Union probably won't work.
