why some of the shutdown valve has Vent?

Not only some shutoff, but also some pressure regulators.

It serves to release pressure downstream of the valve when you cut the pressure supply. Like "pressure on", or "pressure off". Something like this...

To Relieve WATER-HAMMER - which is caused by sudden shutoff of flow-and which might cause travelling waves -induced ,double- high pressures.
