It depends on how thick they are, and on local code requirements. These may vary, but up to about 1.5 inches (38 mm), usually no; more than that, usually yes.

As per ASME you must see UCS-56 for PWHT requirement. SA 516 falls in P.No. 1 material group and may only be post weld heat treated when the thickness exceeds 38 mm as mentioned in the earlier reply of fellow user.
