Basic Wind Speed

You have several possibilities one is to get in touch with the local airport and ask them how they get their information about winds since it is an important parameter for them.

The second is to look at google (you know the search engine) and see if you can get information if not for Qatar for the region and a last one you go to administration and ask them. In every country there is a service which monitors the environment.

This looks like what you need.

Average wind speed is far different than real life day to day wind speed. Where I live the average is around 13 - 14 MPH but the real day to day wind is between 0 and 40 MPH with regular peaks well over 70+ MPH many times a year.

Designing for the average is not the same as designing for the actual peak levels.

Qatar Department of Environment (DOE) pubslish wind data. You can go and get your copy from them after paying the required cost.

You cannot generalize Basic or Operational Wind Speed for the whole world. Each country has its own design wind speeds and standards. I have them for Saudi Arabia

Qatar Construction Standards is the ruling Authority that must be implemented.

Design Wind speed for structures as per QCS 2010 is hourly mean 33m/s.
