What is the difference between earthed cable and unearthed cable?

Earthed cable is a cable when its armour is connected to Earth at glands.

In what context? Is there power on some of the conductors in this cable? Is it 7/0.029 for a battery-operated front door bell or 250mm2 SWA feeding a 'king great motor?
