What is the phase relationship between the phase voltage and line voltage in a 2 phase electric transmission system?

Actually, anything you want except 0 and π, because those are single phase. π/2 would be the least rare, though.

It depends upon whether it is true 2-phase, or whether it is two phases from three (or more?).
The only LARGE capacity two-phase electric systems exist in Germany, supplying the railways, . . and operating at 16.666 Hz.
