How can u measure earthing resistance?

On a vehicle? Using a multimeter set to 'ohms'.

On a fixed installation powered from the electrical mains supply? Using an earth loop impedance testing instrument. It should have been done and recorded on the installation test certificate when the installation was first energised, and on scheduled maintenance reports at intervals thereafter. If there are no records, then it can be done under contract by local appropriately-qualified electrical inspection and testing companies; try Yellow Pages, and in the UK look for the NICEIC accreditation before ringing them.
