I've always used Fluke's. Depends on the application, usually the more you pay, the more accuracy you get. Also some may be able to be able to measure higher voltages than others.
It depends upon the parameters encompassed by the qualitative word "best".
For general use around the home workshop, one bought for £5.99GBP at Screwfix (usual disclaimer) does just fine.
