Look here:

When transmissions sit empty, spool valves in the valve body can rust and stick. When transmissions sit full of dirty fluid the dirt falls out of suspension and can clog passages in the valve body.

Since low gear works with the drive wheels off the ground then there is low apply pressure to one of the clutches holding one of the two planetary members stationary. If you refer to the power flow diagram you'll be able to determine which clutch is applied in low gear that is different from the combination in second gear.

If you then drop the trans pan and get a fluid flow diagram from GM, then with a rubber tip air nozzle you can pressurize each clutch pack and brake an listen for leaks. If each component thunks authoritatively and no leaks are heard then the problem is a sticking valve, check ball, weak or broken spring in the valve body.
