Conserving Energy Use of Fans

If we want the fan to consume less electricity at low speed, what do we have to do?

Turn it off. Rate of consumption will be reduced to zero.

Define "fan"

Define "low speed"

All centrifugal loads, such as many (but not all) types of fans, will ALWAYS consume less energy at lower flow, which usually relates to speed, than the same machine will at higher flow, it is called the "Afinity Law" (look it up). How you attain the lower flow and/or speed makes a difference.

if you are talking about domestic fans then electronic regulator is better option to conserve energy by controlling fan speed.

never use resistors based fan regulators (as mostly used in homes) for that purpose it wastes energy.

in industrial fans VFD is best option.
