Hello Frank-Jazz.

Do you mean this sort of thing?

If yes, widely available. This image from Grainger. They will sell to you.

Usual disclaimer applies.

There are such things:

This is very common, but only in 3/4" Ø.

This is a finger pull for a closet door. There may well be similar items for other uses that are the smaller size you seek.

Frank,

How about two washers of proper size with a screw/nut through the center.

If condensation/rust is an issue, use the same set up in stainless steel.

If condensation seepage is an issue use a thin rubber gasket in between the washers.

If there is no way to reach behind to get a washer on the inside of the duct, use a washer/screw/toggle bolt set-up.
