This PLC site is very good for the learners: http://www.thelearningpit.com. You can download the free version of the PLC simulator which almost similar like working in real PLC program.

Well if you are from India there is a government institute in Ramanthapur hyd. (ATI EPI) just 1 week course, PLC s cost more than lakhs it is in lot of series like Allen Bradley, Siemens etc. Its problem in software can even be solved online.

In my decent opinion, this website is the most important one if you want to be familiar with the PLC, it contains a fantastic forum with experts and specialists , Q & A section, free PLC tips and many many more....
