I think you are asking about a project based on a vehicle transmitter/remote receiver units that allow someone to alter the traffic signal phasing to allow emergency vehicles to bypass traffic lights. The question is do you want to just shut down the traffic flow to allow emergency vehicles to pass or do you want to try and reroute traffic ahead of the emergency vehicles to clear the roads ahead of these vehicles?

One thing to remember is that emergency vehicles have the right of way and when those lights and sirens go on, the traffic must slow, stop or move out of the way to allow them to pass. The same goes for traffic at traffic lights. Additionally existing traffic control systems are not really designed to be bypassed (but it may be possible although re-synchronisation with all the surrounding traffic lights may be required which could make this a very complex project).

Based on this, the project may not be a very practical real-world project but it would be interesting.

<...alter the traffic signal phasing to allow emergency vehicles to bypass traffic lights...>

In the UK, emergency service vehicles while on a call only are exempt from road traffic regulations and the need for such a piece of equipment to operate them is absent.
