These tanks however have mostly an aeration on top and water condensation will occur below the diesel in the tank.

If you make a visible drain point at the lowest point, you can tap the water and prevent the rust.

Depending on where you live, other regulations may apply such as double wall, liner when buried and other.

You can also work with a water separator in the tapping line. (demand)

Not if it's made of: plastic, stainless steel, galvanised steel, aluminium, mild steel, etc.

Not if one cannot gain access to the inside and maintain forced ventilation while it is being carried out (confined space entry permits?).
