i might not be the right person to comment, but i feel you also check the injection nozzles or the jets which feeds fuel in the cylinder chamber, may be those might be clogged and giving improper fuel feeding..........maybe

I had a similar problem a year ago on my Nissan Skyline. After much looking around it turned out to be the Mass Air Sensor (MAS).

What was happening was that the computer wasn't getting a clear indication of the air flow into the engine and was varying the injected fuel supply to match what it thought was the quantity of air present.

This is the problem when you rely on something else to do your thinking for you.

have you checked secondary ignition? carbon tracked spark plugs or wires that are breaking down could cause this concern

I am not very familiar with VW engines, but if they use EGR, a dirty or stuck EGR valve can cause these symptoms.

Where did VW still offer carburetors in 1990? The last one I saw was on a 1976 Rabbit (they were offering fuel injection as standard/non-optional on some 1968 models). And what is an "electric" carburetor?

On fuel-injected models of that era, the usual cause of the problem you describe is a tear on the underside of the rubber inlet boot above the airbox and ahead of the long duct. Undo the two band clamps, take it off, and check by looking toward a light as you flex it. Even duct taping (clean the surface first) can make a huge difference if that's your problem. This was so common that I would slide tape under the duct without even bothering to remove it when I got the stutter-step acceleration. Self-sealing silicone tape is better than duct tape, if you can leave it for 10 - 12 hours before driving again, BTW. Still, buy a replacement if it's torn.

The engine rocks fore-and-aft under load. This stretches the boot and opens the tear, drastically changing the manifold pressure and dropping airflow through the hinged control flap in the airbox; this reduces fuel supply to match airflow. The engine loses power, and rocks the other way, closing the tear, and now accelerates again. Any competent VW mechanic would have looked for this, though.

Have it towed to a local licensed vehicle recycler?
