This is a classic economic problem. in my opinion, if you actually control the blend of high quality coals, and manage the coking process, this is a non issue.
Its an expensive test and it gives you non useable results- ie, "Oh My, I have a 23 reactivity not a 21, what should I do?"
My guess is you aren't going to decrease wind or burden rate. Nor are you likely to alter the make up of oxygen, cO2, or lower the raceway temperature so...
And my guess is they aren't going to fire the supplier, so ... so just what should be done?

Nothing.
Determine the spec you need. Test coke for compliance. Reject material that fails to comply.
But if you are in a position where you have to take it, well, Swallow hard and take it.
Just because you can test something doesn't mean that the results will help you, or be actionable.
If you understand what this test implies about the product, then you should speak to the supplier and adjust the blend and process. But don' expect the price to stay the same.

Nice answer! I wonder though, what percentage of "Guest" actually find their way back to the thread they started, since they don't get any email when an answer is given.
Would knowing that make our responses any different? Probably not.

I would say that I get closure from guests no more than a third of the time, but I haven't really tracked it.
It is frustrating to see folks get test results that they don't understand, and wonder about how management thinks that they are saving money with such an arrangement.
This is actually a purchasing problem, if the spec limit is violated.
But non actionable data is a real aggravation for me.
If you don't know what to do with the test results, don't test.
If you can't do anything because of the results, why test? Why worry?
Powerlessness sucks.
But its not an engineering problem.
