Spec Blind

My question is: What is the purpose of placing a spec blind in a control valve manifold? Are there considerations in using spec blinds?

"Spectacle blind", i.e. a piece of plate shaped a little like a figure-of-8 with one hole filled in? The presence or absence of the hole can indicate whether the connection is blanked or not.

Permit-to-Work systems usually require maintenance and construction activities on piping systems to be isolated from any source of potential danger; a closed and locked valve is usually insufficient to ensure safety.

Many "Permit-to-Work" require each worker on the job to have his own personal "Safety Lockout-Lock" be locked to a group lockout device such as:

Every lock on the device must be removed by the assignee before the equipment can be repressurized or in the case of electrical equipment renergized.

Spec Blinds were also created to serve as a quick visual verification that the equipment was either blanked off or operational. This permits a worker to quickly walk a line and verify that the equipment is indeed safe to enter and/or work on.
