It depends on the type of cable (OPGW, ADSS, etc.). Although several IEEE Transactions papers have been published, the best source of information is probably the manufacturers. Phillips-Fitel is a major manufacturer of several types ). I also recall a presentation by Sangib Dutta from that company during a recent IEEE TP&C conference. Another major manufacturer is AFLtelecommunications (afltele.com).

Design test reports, including life test data, are usually available either directly from the manufacturers' website or they can be requested.
