Absolutely - tank containers will have or not have bunding requirements, provided these are met, then there is no issue. on a vessel Bunding is not required, however there are restrictions as to the type of containers allowed as tanks on vessels in case of shipping accidents, mostly relative to content of the tank, EG honey or saline will have almost zero requirements, oil and solvents will have extreme requirements. after that it is merely a matter of weight distribution on the vessel. (qualified ISO 14001 environmental management systems so the answer is personal knowledge)
