1.What is the significant of block valve handwheel orientation for a horizontal (sloping) flare gas lines near tie-in point regardless of access and operability?

No comprende inglés. (At least not of that type.)

If it is to be regardless of access or operability, turn it so as to be most likely to bump you in the head. That way, you can find it in the dark, if need be.

Hey, Tornado, I use MS Word plug in Systrans, but for some reason the Gibberish dictionary doesn't work so it seem we've got the same problem, no comprende.

The OP could remove the handwheel, the valve stem will give him an even sharper reminder!

If Gate valves are used in a Pressure Safety Valve (PSV) installation, the inlet and outlet block valves should be installed with the stem orientation in the horizontal plane. This is to prevent the possibility of the "gate" (or Disk) coming loose from the stem and falling into the "closed" position.

Other Valve types when used do not have this requirement.
