why pressure reducing valves are used in supply line for toilets if we are using booster pumps for circulating water for hot water

I am not certain, but here is what I think.

The automatic valve for the toilet may be rated lower than the (usually) manual valves for the rest of your bldg. If the pressure is too high, it could damage the automatic toilet valve or prevent it from shutting off.

so the booster pressure does not shut off one's balls.

Ref posts # 3 and 4 - when OP says hot water supply to toilets, he probably means to the handbasins in the toilet room, not the WC cistern.

After re-reading your question, I have another thought. The hot and cold water systems are separate. The only reason you would want a booster pump for circulating hot water is in a situation like a hotel or a meat processing plant where you either desire or require constant instant hot water (no wait while cold water in pipes is displaced by hot from the hot water heater tank).

The booster pump on circulating hot water systems is to circulate the water keeping it constantly hot by not allowing it to sit still in pipes to cool. The booster pump in this circumstance has nothing to do with the pressure in the system, only recirculating the hot water in a loop (that is pressurized by your main water supply system).

Post 3 (GA) makes the most sense: It's probably a hot water circulating pump rather than really a booster pump.
