Not sure whether i understood your problem correctly, but ...
capacitors draw a very high inrush current, which can weld contacts of the switch. When you try to switch off, you need to exert enough force to break the weld, which will of course be quite high.

Strange! Well, if it is a knife-switch, there is one possibility...very remote but just barely possible.....
When the moving contact blade just touches the fixed contact clip, there is a momentary weld due to the high inrush (remember, it will arc across a the tiny gap just before touching, causing some melting)... ant subsequent movement of the moving contact would require to break this weld....so a rather high force perhaps.
You can check this by cleaning the contacts, then closing and checking if it welds on make....
Rather a long shot...just thinking of possibilities....
