The circuit is using a TDA 1085C chip as the main controller.
The TDA1085 is a phase-angle triac controller often used in washing machines. First introduced by Plessy over 20 years ago, it's long been offered by ON Semiconductor (link), and sold by major distributors (e.g., $2 at DigiKey, link). The chip is meant to control triacs that are driving motors with tacho sensors, to control their speed. It features an acceleration ramp, and in fact a programmable fast-slow double acceleration ramp, well suited for wash and spin modes, etc. It also has current limiting. The older datasheets have more application detail (dwg above, I'm sorry CR4 so severely downsamples pics) and the original Plessey datasheet has a full IC schematic.
Note, the TDA1085 cannot by itself control or run a washing machine, for that one needs a microprocessor and much more circuitry.
