Commissioning/Pre-Commissioning of a Plant

What critical matters and things do i need to bother during pre commissiong and commissioning of a esterification plant. I am a process engineer. so, for mechanical and piping work, i am not sure. I have to liaise with the commissioner to sort out all the problem. Please advise.

There must be an approved Pre-commissioning Procedure, which might say something like this:

  • Walk the "approved for construction" P&ID around the plant and compile a snag list of things that need to be completed or that need to be put right.
  • For each pressure vessel, pump or other piece of equipment on the P&ID make sure that all its operating information is to hand, and put right any shortfall.
  • For each line on the P&ID, make sure that all required pressue testing certificates are to hand and put right any shortfall.
  • For each motor on equipment shown on the P&ID make sure that all power supply cable check sheets are complete, and put right any shortfall.
  • Lock-off each motor at the main MCC and invoke a Permit-to-Work procedure that will protect personnel against inadvertent use/misuse.
  • Lock-closed all critical utility valves and feed valves and invoke a Permit-to-Work procedure that will protect personnel against inadvertent use/misuse.
  • Check that the MCC feeder(s) have been correctly installed and that a test certificate has been completed for each one. Put right any shortfall.
  • Check that the MCC(s) has/have had a factory test completed and that its documentation is to hand.
  • Check that all hazardous area electrical equipment has been correctly installed and that copies of type test certificates are to hand. Put right any shortfall.
  • Energise the MCC(s)' feeders and the controls sections of each MCC.
  • Check that all plant-wide networks between controls sections are working correctly, and put right any shortfall.
  • Check that all power cables feeding motors or other high-power loads have been correctly installed and have a test certificate. Put right any shortfall.
  • For each instrument shown on the P&ID, make sure that all loop check sheets are completed, and put right any shortfall.
  • For each pressure reduction and pressure relief valve on the P&ID, check that the equipment has been set to the correct operating pressures and has been sealed against tampering where appropriate, and put right any shortfall.
  • For each bursting disc on the P&ID, check that the correct disc has been fitted, that each is the correct way round, and that all support devices are in place. Put right any shortfall.
  • Check that the plant effluent utilities are working correctly and put right any shortfall.
  • Check that the plant supply utilities are correctly installed up to the boundary shown on the P&ID, and put right any shortfall.
  • Check that any "locked open" and "locked closed" valves shown on the P&ID are in the correct position and locked, and put right any shortfall.

Etc., etc.
