Sorry, you will not find the answer here as there's way too much involved to be explained to you in a forum such as this.
To do a safe and economical structural analysis and design takes years of Engineering education and post-educational experience. Also, there's a ton of legal liability issues involved too in case of a failure......
Also, if you don't know how to do it now, together with no familiarity with applicable tank standards and design procedures, then I strongly recommend that you abstain from doing so. You need to hold a current professional Engineering License and Registration plus also have the competence/knowledge/experience as Structural Engineer DESIGNING WATER TANKS.
Let the professionals working for the water tank manufacturer's do the actual analysis and design....it's part of the total package that one gets when a tank is purchased!
