CR4 Admin: Deleted Post?

It's up to the individual moderator to make the call as to whether material should be removed. "Offensive" posts are usually those that are personal attacks toward other users or that take an obvious off-topic (typically political, religious, or other topic that's not the focus of CR4) track that does not pertain to the original post. You'd be surprised at what users will say to one another when they're frustrated, annoyed, etc.

As far as "This post was deleted because it is related to a deleted post and would otherwise be taken out of context.", that is used when a post was removed (for whatever reason) after others replied to it. Obviously we can't leave the replies because if someone says "you're stupid" or "me too" in response to something that no longer exists - they don't look like they make sense. So we remove their posts as well. That's something that CR4 users have asked us to do and we complied.
