It seems to me that the meter readers are only doing their job - they were in and out in short order, didn't steal anything and were on their way to the next reading at his neighbour's. I always thought that the outside gas and electric meters were to be "accessible" at all times.

If you do not want meter readers on your property, simply have the utility companies remove all their equipment from your property.

By accepting utility connections instead of having home brew alternate power , gas and water supplies yourself, you are also giving them access to your property at any time, to "read" or "check/repair" their equipment. Install a really big fence and security system, and let people in on your schedule, or just remember, you may not be alone and unseen in your castle.

Big legal battles have been waged by people who the local city,town,county "codes" guy violated property rights, and wandered around everywhere unescorted looking for "violations". Some codes won, some homeowners won.
