I wonder how they calculate the efficiency of these devices - as a function of the energy delivered by the entire solar spectrum - or as a function of that bandwidth wherein solar panels are most efficient?

The latter measure seems a bit contrived.

I have looked for but failed to find a chart showing solar energy intensity vs. frequency but understand that the visible spectrum is where most of the energy is delivered. Has anyone seen such a chart?

I have seen charts about what wave lengths are converted with solar panels but wşll have to look around for it again.

To me it makes little or no difference as the panel cost is a looked at as a cost per watt. The higher efficiency, the higher the cost.

If you have adequate area on your roof you want to go with the cheapest good quality panel available - thin film. If there are space constraints then you pay more.

NASA pays the most of all for the best quality made for obvious reasons.

Will see what I can come across.
