Low Voltage Distribution

Hi,

Would someone please explain to me the difference between a MAINTAINED NEUTRAL and a NON MAINTAINED NEUTRAL, I found the neutral bus bars in a main panel labled as thus.thanks

What about looking through the panel "as built" drawings?
