Same here in Montreal. During the first storm of the year, people drive like they never seen snow! They don't seem to realize that it always comes in early December of each year.

We had to make it a law to install winter tire on cars by mid December. As far as I am concerned, it should have been December first or as soon as the stores get the Christmas stuff out after Halloween.

The more it goes, the more people need "directions" from the governments. They can't think on their own.

I used to think the same until I experienced mayhem in the places that do snow properly - I drove to Toronto from NY when the Toronto snow clearers were on strike - Absolute chaos. I arrived in Norway one November. Cars were skidding all over the place. I was told it was the first snow of the year and nobody (or very few bodies) had changed to snow tyres - someone from Norway can maybe confirm that the snow tyres are put on after the first snow is seen! And I remember hearing of many miles of snowbound queues as the winter holiday makers from Northern Germany went South to Bavaria for the winter holidays.

I was quite surprised when I lived in Aberdeen for a few years to find that the local council has some sort of deal with the farmers who clear the snow from side roads with their tractors. I could travel around the small lanes with no problem the afternoon after some very heavy snowfalls.

No. Simply reverse the car into a snowdrift, abandon it, and do the rest of the journey on foot.
