MV Distribution Board

I have to provide the temporary power supply for 5 or 6 locations at my project, about 1 MVA/20kV. What would be the most economical and safe solution for the MV Distribution Board? Can I just tap the power cable to the busbar or use an FLBS?

I beleive that local regulations applicable in Indonasia too like any other countries.

We still use PILC cable because it is far superior to X-linked polyethylene in both performance and life expectancy also jointing is far easier and reliable. Some of the XLPE cable which was buried 25 years ago will be replaced shortly because of water trees and breakdown due to testing.
