Counterbore

Simple question: What is the purpose of counterbore in blind flanges for NPT fittings in class 300 and above?

To make sure that the wrench flats of various nuts and bolts are sunk far enough below the adjacent surface that you can't get a good grip. Any experienced mechanic has seen this so many times that there is no longer any mystery about it.
