Because cigars cannot be entirely smoked, Megatron, who collects cigar butts can make a cigar to smoke out of every 5 butts that he finds. Today, he has collected 25 cigar butts. How many cigars will he be able to smoke?

He smokes 7/8ths of one re-made cigar. After that he gets killed by a crowd of people severely nauseated by the stench from his old cigar butts. His carcass is removed by the EPA and sent to a toxic waste containment site. Most members of the crowd are treated for smoke inhalation and spend the rest of their lives as part of a lung cancer study conducted by the Centers for Disease Control.

Sounds right. We have big tobacco subsidized by the taxpayers, selling carcinogenic substances to Joe-6-pack.

Then we have CDC totally supported by tax payers studying the cause of his death.

If I understand the question, and the cigars are the same size and shape, and the reference is from a single plane (cigars are not 'piled up'), I find no solution larger than three.
