ASME MATERIAL (ASTM EDITION 2004) VS ASTM 2010 MATERIAL

Why chemical or mechanical properties of SA240TYPE304 in ASME section II part A, are as per ASTM EDITION 2004? & Why they is not as per latest Edition of ASTM 2010?

If the former reference was published before 2010...they would need to have a time machine to import the updated reference. Is there any difference between them in the descriptions of SA240 Type 304?

There is difference in chromium percentage of A240 TYPE 304. It is given 17.5 to 19.5% (in ASTM EDITION 2009 & 2010) Whereas SA240TYPE304 contains chromium from 18 t 20 % which is as per ASTM edition 2004.
