Dear Sir,

I heared that,

In an isolated network the relay Characteristic angle (φRCA) = -90° and in a compensated network φRCA = 0°.

A compensated network is a network in which the source neutral is grounded thro a Peterson Coil and Isolated Network is a network in which the source neutral is not grounded and is isolated from the ground.

I'm not the OP, but thanks for you answer--so we're talking power distribution networks (I thought we might be talking phone networks or something). I then googled and found this, which may be helpful:
