On the basis of the specification so far? A thermostat.

Why would you want to cool a hot plate with a fan? Just don't touch it till it cools off.

  1. How you make plate HOT, put over camp fire?"Hot plates" are what you cook pizza on!
  2. Blow away flame with fan to control heat?
  3. Heat dissipation and temperature not same thing!
  4. Which do you want automatically controlled, from 3. ?
  5. Insufficient data......

A transmitter incorporates an electronic amplifier. They do not like 100 Celsius. Platinum Resistance Detectors (RTD) give best accuracy, with stronger electrical output than thermocouples (TC). But if you want spot temperature or to manually move over surface, thermocouples are much smaller. Look up "temperature sensor" or "temperature measurement" on Wikipedia. For "nuts and bolts" of RTD and TC use I recommend "TC Ltd" guide - www,tc.co.uk.
