Moving Left to Right and Up and Down a ROV Camera

hi friend!, I am designing a ROV, and I need that the camera moves left to right and up to down. Any ideas to get these movements?, stepper motors?. The camera is small, not bigger than a golf ball. any suggestion is welcome!

Buy something that already exists that has a pan, tilt, zoom feature.

You could interface a pair of rc servos.

Solved!! I reply to my self with this nice answer. Please forget making PCB, and electronic components. Here is a controller to two servo motors http://www.servocity.com/html/2_servo_joystick.html/ Thanks for those who helped!
