At the loading stated on the manufacturer's information sheets.

The maximum eff occurs when variable losses = fixed losses. This close to 50% of the rating. So it is better to operate two transformers at half load instead of loading one fully and other as standby.

A transformer operates at maximum efficiency when copper loss = magnetizing losses.

The designed ratio of copper to iron loss at rated load depends on the load pattern of the transformer over its life and an assessment of the first cost versus running costs. In some cases, small size and weight may be more important than efficiency.
